Cygwin is excellent for a UNIX Environment.
Infosys uses Cygwin widely for testing C code for portability to UNIX .
Add to this the backing from Industry majors like Red Hat and it qualifies as an

I suggest you dump SFU and give Cygwin a try , even X Server setup is a breeze.
Plus, if you have the right hardware even GNOME runs on Cygwin.

Try Mono.
Its MS's .Net Implementation done by Miguel(Novell).
At LINDEC2004 there where showcasing VB/ASP.Net Applications running in Linux.
Another Implementation is the GNU.Net Project.
ASP.Net and VB.Net support is currently limited(unstable) but is expected to
make it into Mono.
Though not production-quality I think its apt for testing and portability
checks.
