I assume that you are connecting the two computers with a modem/router in
between. Ensure that both the machines have correct DHCP IP address leased
by modem/router. If you use a switch in between or if you connect the two
computers directly give the correct IP addresses in both machines.
If possible check the Ethernet cable with a LAN tester or with another
working network.

Rebooting is no answer.
You have to check whether the Ethernet cable is plugged in and find out the
status of the link connectivity both physically and in software.
Look for the green and amber LED on the port. Green is for loop
connectivity/power
and amber will blink on activity.
In addition find out whether iptables is turned on.
