Of course you have ssh on Windows using putty. Or else use Cygwin and
you can even have sshd server running.
I had it working and works well.

Go for IPsec VPN. You get free downloads for Windows I think.
On CentOS install a VPN package. The kernel has its own IPSec as well I think.
It is very difficult to get it working. Best is ssh forwarding.
Or OpenVPN which is easier to get working but not nework efficient.
