given that the cost of running one's own mail server is so low, I
dont see why people bow to the big G

IMO, this solution is not for everyone.  

Besides, assuming one had competency in this domain and the time, many 
sites reject mails from IP blocks belonging to ISPs.  Thanks to 
spammers, the whole block appears in RBLs.
