[Ilugc] File-system on /dev/sda NOT /dev/sda1

How do I create a file-system on /dev/sda NOT /dev/sda1? My mobile phone's
memory card had a FAT file-system on /dev/sda, and I need to re-create it.
I
am using Debian Etch and Parted.

You can use the "mkfs -t vfat /dev/sda"
