In short:
1. Install and run vsftpd on the repo server.
2. You need to copy the repository files to /var/ftp/pub on the repo
server, as per Fedora repository directory structure.
3. Add the Fedora-11-offline.repo file to your client machines,
install Fedora-GPG RPMs.
