Being an IIT-ian can qualify you for a number of things, but I'm yet to hear
of someone being disqualified for it :)
I
study in Chennai, but IIT doesn't come under the TN education board.
I inferred from the "Who can apply" link that the bottomline is that one
needs to be a student studying IN Tamil Nadu.
That seems to be the only prerequisite.
