[Ilugc] Enabling telnet in mandrake 8.2

dear all,
   i have a problem in enabling telnet in mandrake.can anyone help in that 
regard an tell me how to do that so that i can access my system from other 
computers.

   and plz tell me what could be the reason for...
   chmod +x test.pl was not working for me when i gave test in the command 
prompt  .
