incorrect! there is no repodata on rh9. hdlists are parsed and the
package order worked out from there.

Sivaram, firstly you should not be using rh9 for anything anymore - its
not supported and the packages included in that tree contain security
and bug issues. You should consider rebasing to something more recent
and something supported a bit.
and yes, if you ever intend to make sense out of pkgorder - look at the
prebuild anaconda script set.
