Try cut and paste the Tamil content in OO and Convert into PDF.
I think, the posters are in English and received in pdf format. There is no
Tamil content. OP is not looking for conversion but translation (pdf -->
text in English --> text in Tamil --> printout).
Translating from English to Tamil has to be done manually. Look at the
posters, type the tamil content in OO and export to PDF (not a solution
really!).
