1. Is there a way to lock branch or maintrunk for a module in cvs
repository [or] can we set permissions on branches to restrict users 

You should edit the administrative files in the CVSROOT directory for
this. You can add users and give them access to the tree. About giving
access to a module alone, I dont know. Check the CVS info
pages. Google should help.
