In case both xp and win2003 are installed in a primary partition, you should be
able to boot them directly from grub by specifying their partition number to
grub.
rootnoverify (hd<N>, <M>)
chainloader +1
If win 2003 is on an extended partition, then it can only be booted
through XP, so
you can't avoid the 2 stage loading.
