Hi Dharma,
We've been assured there is an option to save a 16.3 board file as 16.2,
though of course if you've taken advantage of any new 16.3 features, they'll
be disabled in the downrev.

Usually all releases within a rev group (14.x, 15.x, 16.x) are backwards
compatible with each other (in some form) but major releases are not...
Major releases usually get a new rev number as well. However, With 16.3 they
are calling it a major release but are not bumping it up to 17.x... Will it
be backwards compatible with the other 16.x's (mainly 16.2)? Or is this
going to be a new "breakpoint"? I have looked on the cadence website but I
didn't see anything that helped...
