The easiest way I found is cut and paste the coordinates of the via in
to the placement of the rat-t.
 
That's copy the coordinates form the "show element" via, paste into the
move rat-t pick box.
 
Also, If you drop a rat-t close to the center it should snap to the
center of the via.
