It's the USB dongles that differ from my installation.

With or without opening PADS in between?  Does PADS still work?

Km....PADS works perfectly.

I doubt that is an issue...we have both of those on the same machine
(and
PADS) with no problem.  The free viewer uses no license files...

Km...Yes, I agree now but at the time it seemed the most likely culprit.

I think this answers my above question.  Most interesting.  Did you try:

Start/Programs/Cadence License Manager/License Manager Tools

Km...I don't find the "Cadence License Manager"!  Maybe this is my
problem!  

Go to the "Start/Stop/Reread" tab.  Does it say "Cadence License
Manager" in
the box in the middle of the screen (underneath the dark blue so you can
hardly read it)?

If so, then try "Stop Server", then "Start Server", then "ReRead License
File" and let me know if you can then get it up and running again.

Luckily, I don't have that problem and I have a whole bunch of USB
dongles!

BTW, what OS are you using, I am on W2k.
