[ibis-editorial] Draft 4 of IBIS 6.0

Enclosed please find Draft 4 of the IBIS 6.0 specification (Randy Wolff's 
updated text is now Draft 3).

Changes include:
- Repeater figures have been correctly captioned and cross-referenced
- Missing repeater technical rules have been completed
- Consistent Section title cross-references have been imposed
- Extraneous bold keywords have been removed
- All example text uses consistent font and size
- Info or Out is now Info, Out in all cases
- Tree syntax parentheses now use consistent spacing
- History text uses both new and old section numbering

Still to go: reorganizing the jitter parameter section and related tables
