  Perl install dependencies unavailable for Maemo 5

Status in Host Identity Protocol for Linux:
  Won't Fix

Bug description:
  Both libnet-ip-perl and libnet-dns-perl are listed as requirements for
  installing HIPL on Maemo 5 devices. However, Maemo does not support
  either library. The Perl libs are required for the nsupdate
  functionality in HIPL.

  We have two options to fix this:
  - check for the availability of both libs at compile time and prevent calls 
to nsupdate if not found
  - port perl scripts from Debian to Maemo 5
