Training Program (previously known as the Family Medicine Residency Program in 
Hilo headed by Dr. Kristine McCoy). This program provides perinatal care for

Dear Chamber and Community Members,

Attached are the two bills (H. B. No. 417 and S. B. No. 1220) that have been 
introduced at the legislature regarding financial support for the Residency 
Program now known as the Hawaii Healthcare System Corporation Primary Care 
Training Program (HHSCPCTP).  I wanted to distribute the bills early for people 
to have ample time to review and prepare testimony to be ready for the 
committee hearings.  At this time it seems the bills will be heard by the 
Health Committee, House Finance and Senate Ways and Means Committees.  As I 
understand the process, if the bill survives it will end up in a joint 
committee of House Finance and Senate Ways & Means to determine funding or not 
and at what level.  So the first step has been accomplished; to have the bills 
introduced in both the House and Senate.

You will be able to submit your testimony on these bills by going to the 
legislative website; which is 
www.capitol.hawaii.gov<http://www.capitol.hawaii.gov>.  All testimony is 
expected to be sent electronically.

Testimony cannot be submitted until a hearing is scheduled.  We just received 
word today that SB 1220 will be heard in the Health Committee this Friday on 
Feb 1st at 1:15 p.m. in conference room 229 at the State Capitol. See 
instructions on how to submit testimony below.

Below is a fact sheet about the positive passage of the attached two bills:


*         Hawaii Healthcare System Corporation Primary Care Training Programs 
(HHSCPCTP) support improved access to healthcare, by supporting a proven 
effective physician recruitment and retention strategy.

*         Nationally and locally about 70% of the Residents stay and practice 
where they train.

*         Hawaii Healthcare System Corporation Primary Care Training Program 
(HHSCPCTP) effectively addresses the severe access to primary care issue 
resulting from the severe healthcare provider shortage in the rural areas of 
Hawaii State.

*         The HHSC Primary Care Training Program will train four new primary 
care providers each year and most are likely to remain and practice on Hawaii 
Island, which will improve access to high quality primary care, and therefore 
improve prevention, detection and management of chronic diseases.

*         The HHSC Primary Care Training Program will help by also reducing the 
onset and advancement of chronic diseases in rural communities throughout the 
state; which will eventually reduce the high cost of healthcare by reducing 
potentially avoidable emergency room and hospital utilization.

*         Primary Care Training Programs (Rural Residency programs) have been 
shown to have a positive return on investment in other states and are 
frequently supported by other states for that reason.
