Issue:
Fixed Cost is on the Client Billing Report and should not.
Solution:
I think the report is correct but its title may be misleading
This is an invoice for the program/organization (not for the client). The
program cost is:
FIXED + RATE times STAYS
We should to rename the 'Client Billing' report to become 'Program Billing' or
something like it.
