[openbeos] shutdown command

Just added shutdown to the bin/ commands.
this version has some more features that makes it run nicely with
SpicyKeys: "/bin/shutdown -a -d 10" bound to the "Power" key,
and "/bin/shutdown -c" bound to "Wake Up" :)
I did some bdb to find out how the original one did. Looks like
all the magic is done by registrar anyway, even exec-ing the ShutdownScripts.
btw, YAY, I got cvs+ssh working in BeOS-BONE :), thx to shatty's ssh.
Just need to ^C each time, but at least it works.
