to the wiki DriverDevelopment page...

there you find the Linux isapnptools... might be interesting to read for
config_manager stuff...
And I'll try to compile isapnptools in BeOS anyway since I have a PC with no
PnP bios and BeOS doesn't want to use this PnP ne2000 card... don't have
another one handy :-(
