Not directly, but I recall tricking with the tomp3 addon.
Basically when invoked, I check for the modifiers to differenciate 
keyboard shortcut from click, if clicked I get the mouse pos, and open 
a BPopUpMenu.

Of course it's a bit hackish as the Tracker menu itself has been closed 
but it does the job.
