yes thats sound pretty much like S&T. However think there is enough stuff to do in S&T for a GSoC project. e.g. the Deskbar could be enhanced to group windows by S&T groups, bug fixes, improvements, session management... You can take a look at the current implementation, maybe you have some good ideas for improvements as well.
