[openbeos] BeOS scheduling

We talked once about scheduling time...
Just found in a newsletter (volume III, issue 7 -- btw someone has a *full*
mirror, with all those be.befaqs.com has ?):
"The scheduling quantum on BeOs is 3000 microseconds."
So I assume it removes all speculations about adaptative quantums..
Or maybe they lied or changed it in R5 (that was for R4)
