[haiku-i18n] Falling back for the Chinese language

Kurain and I are discussing the defaultness of the zh locale in Haiku. Can
someone enlighten us about the order of precedence in zh, if there is even
such a thing?

Terms to know:
Scripts:

   - Hans (Simplified script, associated with mainland China)
   - Hant (Traditional script, associated with Taiwan and possibly
   elsewhere)

For other languages, the rules are arbitrary. For English, en_US is
defaultier than en_UK, but pt_PT is defaultier for pt_BR...at least as we ve
defined it. But these languages share scripts.

Avoiding political debates about the sovereignty of nations, does Hant fall
back to Hans, vice versa or neither? Or should we scrap those for zh_cn?
