How about distributing software compiled with clang with llvm libraries. Or
just distribute Haiku with the llvm libraries?

When I compiled the Galliu
 m3D
drivers with clang enabled and libGL wouldn't
function unless a llvm library was present :)

Building applications with clang as the compiler does not produce any
dependencies that are not already included in haiku.
You are likely being faced with gallium actually using llvm and clang
libraries for stuff like OpenCL frontends and code generation so it
will of course need the llvm and clang libraries wherever it is used.

This is a good point and very well may be the case. The whole point of
the clang built llvmpipe driver is llvm optimization.
