No.
What we call "GUI package management" will be closer to the application
stores you can find on Mac OS X, Android or iOS, or the Pi Store on the
Paspberry Pi. They are not a way to manage packages (the system takes care
of that on its own) ; they are a way to discover applications, be aware of
available updates, etc.
at least, that's the way I see it.
