[haiku-development] Steps to create a package repo?

Looking at haiku-files.org, I see the following layout for the repo:

/packages/packages*.hpkg
/repo
/repo.info
/repo.sha256
The repo file is binary,  I didn't see any tools to manage repos floating around.. is the some special step to build a repo?
