Here's another simple patch, this time to the interface kit. If the
top of the tab has moved off of the top of the screen by 8 pixels or
less, snap it to the top of the screen. It's not perfect, because it
doesn't actually calculate the top of the usable workspace area, so if
the tracker is docked at the top then the snap is sort of pointless.
I'm not sure that interface kit this is the right place for this code,
but it was the sanest place I could find.
