[haiku-development] ICE 1712 driver r1/a3

I have a ICE1712 device that I'd really like to try using with
coldcut/beae/record and work on maybe porting traverso which I can
build but needs work on using the native be mixer api.I am very slowly
making progress on this front but I am not by any means competent.
I am willing to send this card to a dev for testing to get this
driver properly functional.
