I assume we can run on this release for a while until things get
rebuilt?
Are rebuilt packages going to use the new ABI?

About rebuild, we don't explicitly declare dependencies on lib:libstdc++ in
hpkgs, it's hard to find packages in need for a rebuild.

What was the reason to drop this dependency?
