[haiku-development] Etiquette on reopening a bug

While attempting to convert some Thunderbird mailboxes to Haiku mail files, I came across a couple of problems. First, mbox2mail hangs when trying to access a 0-length file from an NTFS drive. Second, Tracker doesn't even see these files (although ls does).

When checking to see if there was already a bug for this, I found #4462, which seems very similar. The problem is, it is marked as resolved as of r33091, and I am running the alpha, which reports itself as r33109.

I'm pretty sure this is the same issue, but I don't know the etiquette here. Am I supposed to reopen it ('reopen' shows up as an option, so I presumably have the right permissions to do so), or do I attach new files and wait for a developer to take a look at it and decide whether to open it?
