[haiku-development] Commit Access for Alex Wilson

Howdy,
I'd like to propose Alex Wilson for commit access. Alex is one of this
year's GSoC students. He is working on getting the layout management API
into a shape that it can be declared public. He is making nice progress and
his patches look good.
Unless there are objections or requests for doing a formal vote in the next
three days, I will consider the proposal accepted.
