Not having swap at all would certainly contribute to such a behavior, though. So that one should definitely be added.
However, I would still assume that there is some other player involved that causes those peaks, or is there not?

* Move HDS and its database from "vmrepo" and it's database to a
different host to isolate it

The last option would not be difficult because any on-host resources are
already accessed via HTTP only.

We also don't have any IPs left, and the resources on our server aren't endless either -- so that would be a last resort option IMO.
