If you happen to rewrite almost everything and substantially improve it, then 
it does not. :-) It's really a matter of what is the case in most existing 
files and what is actually written in the rules. It *may* be the case that a 
lot more people did it like we did, and that it perhaps makes sense to change 
the rules so that more files already comply to them. But one way isn't 
necessarily more logical than the other.
