What exactly is moving when you always use the same version? Or are you referring to the .bep files?
Again this is one that would be fixed after I complete the first pass through all of the packages and then go back and check them over, or have others report the mistakes. If I stopped to test every single package along the way I'd never get through the first pass. Pushing my in-progress work early gets a lot more eyes to help spot any issues than I can spot on my own.
I think you should revise your testing procedure before committing your changes: a rebuild with all optional packages enabled should show you which packages have the wrong URL, and at the latest, a "git diff" should also show you if you accidentally built the wrong version of a package.
