r43203, gcc4 cross-compiled to disk from Linux
Including the ICU-devel package in UserBuildConfig breaks the Development
package, example:
/boot/develop/headers/cpp (broken link)
Another example:
/boot/develop/abi/current/lib/ is full of broken links
