 #6692 is another report of the same issue in Tracker, but I can't find a
 general bug.

 I wonder how it could be fixed in the general case, as we do allow shift
 to be part of a shortcut. How to tell the difference between "alt-shift-
 equals" and "alt-plus" (shift-equals is plus on a UK keymap)? Prioritise
 the one with the shift as part of the shortcut, but if nothing is found
 then fall back to trying other combinations? It's not simple, as different
 modifier keys can produce different characters on other keymaps, not
 always shift...
