I wonder how it could be fixed in the general case, as we do allow shift to be part of a shortcut. How to tell the difference between "alt-shift- equals" and "alt-plus" (shift-equals is plus on a UK keymap)? Prioritise the one with the shift as part of the shortcut, but if nothing is found then fall back to trying other combinations?
