You need to create the "Bookmark bar" folder inside the bookmarks folder
for the bar to become available. Since our default bookmarks don't include
it, on a default install the bar can't be used.
I have improved the logic to make this slightly clearer, so in hrev47866
the menu item is now disabled in that case.
