It isn't glow-in-the-dark, it's ink that reacts to UV light as well as
visible light. Some of the ink I have glows under UV, some doesn't.
Some tattoo artists won't use UV-reactive ink for a variety of reasons,
but I don't think any of them are scientifically valid.
