Which parking lot in East Liberty?  I looked on Google maps and there are a
couple.
Two other parking lots to consider:
Old Westinghouse(I bike around that parking lot sometimes).

The wheel bracket that you sent an image of is pretty simple and
looks homemade.  There are sheets of aluminum at the shop that would be
perfect for making one of those.  Cut it out of paper to get the shape
right and then cut and bend out of the aluminium.  The metal scrap is
behind the table saw.  A scooter wheel might work well or if you have 
any
more of the wheels that you used for the back two.  I really want to 
build
my own land yacht after watching some YouTube videos of them.  They 
look
really fun to drive around.  Plus it would be super fun to have a race 
with
you!  I'm gonna give this some more thought...

Eli, I'll have to take a look at this wheel box too.  I didn't know
such a thing existed.

a few weeks. Do any of you have a working, wifi-capable laptop he 
could use?
