Hi, A knowledge of braille is assumed or inferred when a file has been back-translated from braille. Such files are best read on braille note-takers or on braille-aware devices or displays, or brailled in hard copy. The problem may be in that they were converted from contracted braille files, which are usually compiled according to the contracted (or grade 2) braille code format.
