It's a good, quick work around, Dan, but has one drawback.
The original .exe file is still on your system, but it is
hidden from you.  To free up the space, delete the original
message which didn't allow you access to the attachment.

Actually I figured out that the problem is a built in
feature of Outlook.
This particular attachment was an EXE file.  I merely had
the sender change
the file name.

Options, to work

with versions of Outlook XP upwards, available from
