Sorry I cannot make this afternoon's meeting. The following relates to anyone 
with severe visual impairment and in receipt of DLA mobility component. It will 
not affect Attendance Allowance and therefore may not be of particular interest 
to the forum, but if there are people who receive DLA it may be useful.

 

From 11 April 2011 customers with severe visual impairment (registered blind) 
may be eligible to claim the higher rate of the DLA mobility component.

 

From 15 November 2010, existing customers within this area will have their 
claims for DLA looked at but eligibility cannot actually start before 11 April 
2011, when the change in regulations comes into effect. New claims will have 
the new criteria considered from 11 April 2011. Prior to 11 April 2011 date the 
current rules will apply for everyone.

 

For existing claims, a scan will be done for customers with a visual 
disability. The will be contacted and asked to provide details from their 
CVI/BD8 or any other information they have from their ophthalmologist.  If a 
customer has no information, or out of date information, they will be asked to 
provide their hospital details.  If PDCS is unable to establish a customer's 
visual acuity or visual field they may be examined by an eye care specialist 
(optometrist, orthoptist or ophthalmologist). Information from the CVI/BD8 can 
be accepted, regardless of its age.  If the customer has indicated that their 
condition has worsened since the CVI/BD8 was issued then further evidence would 
be obtained.
