[guide.chat] Doggies being microchipped

Hi all
on local news on the tv on Friday they were saying if every dog got
microchipped then if owners abandondoned there dogs wehn picked up they can be
taken back to their dogs owners
Also they were saying if dogs foul all the streets in area they can look at
the microchip on dog and fine the owners but my god how on earth are they going
to find out where the owner lives
that baffles me.
