    As the pace at the state capitol becomes more frenzied, bills are
moving fast through the committee process, though confusion and questions
remain regarding the implications of the legislation. A prime example is SB
167, Common Core-related legislation with far-reaching implications for
Georgia's adoption of curriculum standards.



The legislation is almost certain to be heard in the House Education
Committee in the next few days, so education advocates should contact their
House members immediately regarding SB 167. Educators should always use
their personal, rather than their school, email addresses when contacting

To be clear, in its current form, SB 167 does not do away with Common Core
altogether, nor does it prevent AP, SAT, IB, SAT, ACT, or ASVAB assessment
as reports from some other statewide education organizations have alleged.
It prevents Georgia from joining a national testing consortium like PARCC.
However, the bill is still problematic. It contains two major
provisions-The Act to Restore Educational Authority to Georgia Citizens and
the Student Right to Privacy Act.



The Educational Authority Act creates a new layer of costly and
self-perpetuating bureaucratic oversight of contents standards by creating
the Contents Standards Advisory Council. Instead of allowing content
standards to remain under the purview of experts, the 17-member council
created by SB 167 is stacked with political appointees, nine of which will
be parents or grandparents "representing public school students" (with no
further articulation of how such persons would adequately represent
students). Only when the bill hit the Senate floor was it amended to
mandate that three educators be appointed to the council. The bill puts
burdensome requirements on local boards of education to notify the public
of proposed contents standards changes.



The Student Right to Privacy Act prevents the sharing of identifiable
student data with non education-related government agencies. Many child
advocates are concerned that this portion of the act will prevent the
necessary sharing of student information regarding truancy, child abuse,
and other data with the DMV, child protective services (especially if
current privatization proposals come to fruition), and the court system.
The Act also contains problematic language preventing any state, agency, or
local school system from accepting any federal or private grant that would
require the reporting of student data mentioned under the Act.


 *SB 167 contains many provisions which conflict with current legal
requirements and education best practices. The House Education Committee
should slow the movement of the bill until more clarity about its
implications is achieved and should split the two acts contained in the
legislation into two separate bills. Georgia policy makers should carefully
consider how large changes to Georgia's contents standards will impact
other programs predicated on those standards, such as the new teacher
evaluation system and planned professional development.  *
