Phil- I'm not sure why this would not be included in one of the XP2 ADMs. A quick regmon trace shows that this feature is toggled by modifying the following registry value: HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_LOCALMACHINE_LOCKDOWN\iexplore.exe So I'm guessing you could create a custom ADM to do this pretty easily.
