[glideplan_swproj] osgEarth 2.2 on Windows

I rebuilt osgEarth 2.2 on WIndows and now it's working on my PC
on both release and debug.
New binaries are in our storage in directory osgEarth2.2
Older osgEarth directories are prefixed by underscore.
Maria, Bohdan and Ales, please download new libraries to your windows and test,
wheter both debug and release work properly.
If so, we can remove older builds from storage.
