Une nouvelle étape vers un Traité d'interdiction des armes nucléaires ?
Hier, lundi 27 mars 2017 à lONU (New York), a commencé une nouvelle étape
dans le chemin vers un Traité d'interdiction des armes nucléaires.
En effet, à travers la résolution 71/258 votée par l'Assemblée Générale de
l'ONU le 23 décembre 2016, les Nations unies ont décidé: « d'organiser, en
2017, une conférence des Nations unies pour la négociation d'un instrument
juridiquement contraignant visant à interdire les armes nucléaires en vue de
leur élimination complète ».
Comme pour toutes les autres étapes, l'appui et le soutien des peuples et
des opinions publiques sont nécessaires car les embûches ne vont pas
manquer, en particulier venant des Etats dotés de l'arme nucléaire.
Cela a commencé hier par une conférence de presse spécifique des USA
(politique Trump pour s'opposer au processus engagé par les Nations Unies).
Comme vous pourrez le constater, la France, malheureusement, s'associe à la
démarche des USA. Nous aurions préféré que la France dise son accord avec le
Président Chinois qui, à Genève le mercredi 18 janvier 2017, a fait une
déclaration extrêmement importante par laquelle il a déclaré que la Chine
était favorable à une élimination totale des armes nucléaires.
Compte tenu de l'importance que revêt la présence à cette conférence d'un
maximum d'O.N.G. qui agissent depuis des années pour le désarmement
nucléaire, le Mouvement de la Paix a jugé important de créer les conditions
pour être accrédité afin de participer à cette conférence. L'objectif est
de porter les luttes antérieures et d'agir avec l'ensemble des organisations
présentes pour faire pression sur les Etats en montrant que les objectifs de
cette conférence recueillent l'assentiment des opinions publiques dans le
monde entier.
Notre représentant à cette conférence est un jeune adhérent du Mouvement de
la Paix de 24 ans, Henri-Xavier Hofbauer, titulaire d'un Master en Histoire
des Relations internationales préparé à Sciences Po Rennes et Strasbourg.
Son accréditation a été obtenue rapidement grâce à Arielle Denis (présente
au titre d'Ican International et du Bureau International de la Paix (BIP))
et au réseau ICAN.
Henry a participé à Rennes au Sprimun (conférences organisées pendant une
semaine par les étudiants de Sciences Po Rennes reproduisant le modèle de
négociation des Nations Unies en présence d'étudiants venant du monde
entier). Le Mouvement de la Paix est partenaire du Sprimun depuis 3 ans.
Par ailleurs, Henry a été associé à l'écriture du livre blanc pour la paix ;
élaboré par 48 associations dans le cadre du collectif « En marche pour la
paix », collectif qui a lancé une pétition en faveur du désarmement
nucléaire et pour un gel immédiat de tous les programmes de modernisation en
cours et en premier lieu en France.
Nous sommes fiers que ce soit un jeune de 24 ans qui (en plus dêtre
bilingue français-anglais) symboliquement porte les luttes des ainés qui,
depuis l'Appel de Stockholm jusqu'aux récentes manifestations et pétitions,
ont réuni en France à travers le monde des millions de signatures.

A new stage towards a Treaty of prohibition of the nuclear weapons?
Yesterday, Monday, March 27, 2017 with UNO (New York), began a new stage in
the way towards a Treaty of prohibition of the nuclear weapons.
Indeed, through resolution 71/258 voted by the General Assembly of UNO on
December 23rd, 2016, the United Nations decided: to organize, in 2017, a
conference of the United Nations for the negotiation of a legally
constraining instrument aiming at prohibiting the nuclear weapons for their
complete elimination.
As for all the other stages, the support and the support of the people and
the public opinions are necessary because the obstacles will not miss, in
particular coming from the States equipped with the nuclear weapon.
That started yesterday with a specific press conference of the USA (Trump
policy to be opposed to the involved process by the United Nations).
As you will be able to note it, France, unfortunately, joins the approach of
the USA. We would have preferred that France says its agreement with the
Chinese President who, in Geneva on Wednesday, January 18, 2017, made an
extremely important statement by which he declared that China was favorable
to a complete abolition of the nuclear weapons.
Taking into account of the importance which the presence with this
conference of a maximum of O.N.G is which act since years for nuclear
disarmament, the Movement of Peace considered to be important to create the
conditions to be accredited in order to take part in this conference. The
objective is to carry the former fights and to act with the whole of the
organizations present to put pressure on the States by showing that the
objectives of this conference receive the approval of the public opinions in
the whole world.
Our representative with this conference is a young member of the Movement of
the 24 years Peace, Henri-Xavier Hofbauer, holder of a Master degree in
History of the International relations prepared in Sciences Po Rennes and
Strasbourg. Its accreditation was obtained quickly thanks to Arielle Denis
(present under Ican International and the International office of Peace
(IBP)) and with network ICAN.
Henry took part in Rennes in Sprimun (conferences organized during one week
by the students of Sciences Po Rennes reproducing the model of negotiation
of the United Nations in the presence of students coming from the whole
world). The Movement of Peace has been partner of Sprimun for 3 years.
In addition, Henry was associated with the writing of white paper for peace;
worked out by 48 associations within the framework of the collective Moving
for peace, collective which launched a petition in favor of nuclear
disarmament and for an immediate gel of all the modernization programs in
progress and initially to France.
We are proud that it is a 24 year old young person who (besides being
bilingual French-English) symbolically carries the fights of the groins
which, since the Call of Stockholm to the recent demonstrations and
petitions, joined together in France throughout the world of the million
signatures.
