[GeoStL] St Peters CITO event...yes

I finally talked to volunteer coordinator for St Peters Parks and she gave the
OK for cleanup at Spencer Road. I think I will go ahead and set it up as a
CITO event cache, hopefully somtime tonight. Since this is my first time doing
this, I will probably be asking questions later as I try to fill out the form.
